The Occupational Safety and Health Consultation (OSHCON) program is a free, confidential, and non-punitive service available to private Texas employers through the Texas Department of Insurance, Division of Workers' Compensation. OSHCON is 100% grant funded. The primary purpose of OSHCON is to assist companies in building a safety management system by helping them to establish a sustainable, comprehensive safety and health program in an effort to help avoid work-related injuries. OSHCON further assists employers in understanding and complying with the Occupational Safety and Health Administration (OSHA) health and safety requirements. For more information about the services and information available through the OSHCON Program, please see the attached flyer. OSHCON is separate from federal OSHA enforcement and no fines or citations will be issued if hazards that are found are corrected. An employer’s only obligation is to correct any hazards within a timeframe agreed upon during the consultation visit.
Patricia A. Novelo is a professional safety and health consultant with the Texas Department of Insurance, Division of Workers’ Compensation, who is available to help companies identify and eliminate occupational hazards in the workplace, whether or not the company carries workers' compensation insurance. Ms. Novelo serves seven West Texas counties: El Paso, Hudspeth, Culberson, Reeves, Jeff Davis, Presidio, and Brewster. A consult takes a day or less, and consists of an opening conference, a walk-around inspection, and a closing conference. Companies may utilize Ms. Novelo’s services up to three times per year, free of charge.

OSHCON also provides a safety video resource library, which is available to employers free-of-charge. Videos are mailed directly from the OSHCON library in Austin, Texas. The only cost for companies is for mailing expenses associated with returning videos to the OSHCON library in Austin. There are 4,000 safety DVDs, with 1,750 in Spanish, available for companies.
