President Obama to Announce Push for Paid Family and Sick Leave

President Barack Obama is expected to make an announcement today directing federal agencies to provide federal workers with up to six weeks of paid leave after the birth or adoption of a child. This is a benefit he is hoping to extend to all American workers. Congressional approval will be needed to require federal agencies to provide the six weeks of paid parental leave. However, in the absence of such legislation, the President is expected to sign a memorandum to mandate that federal agencies advance new mothers and fathers six weeks of paid time off. It is expected the program will cost $250 million a year for the federal government to implement.

The President is also expected to call on Congress to announce a bill, known as the Healthy Families Act, that would allow American workers the opportunity to earn up to seven days of paid sick leave per year. The Act is expected to apply to companies that employ at least 15 workers. Eligible employees would earn one hour of paid sick time for every 30 hours worked, up to 56 hours of paid sick time per year. The President will seek the creation of a $2.2 billion dollar incentive fund to help states pay for family leave programs. These are benefits that are currently discretionary to employers in this country.
